It’s the late 80’s in Rockford, Illinois… P.I. Joe Hannibal travels to Hatchaloo County at the southern tip of the state in pursuit of a bail skip named Junior Odum. After nabbing his prey, Hannibal delays returning to Rockford with him due to having become intrigued by the question of whether or not Junior's late mother died an accidental death – or was murdered?

Hannibal encounters allies, those trying to deter his interest, and even a touch of romance before the truth is exposed in a fiery chase.
